Governing in Times of Crisis is the political testimony of a president who had to confront a pandemic, mediate social conflicts, and call generalelections in a context of extreme polarization, while attempting to undertake political reforms without congressional support. It is the record of thework of a government team that managed to act with a sense of urgency and to demonstrate that, in Peru, it is possible to govern with honesty,transparency, and efficiency in pursuit of the common good.
This book is not only the institutional memory of the Transitional and EmergencyGovernment led by Francisco Sagasti—an intellectual from the academic world who ventured into politics and unexpectedly became president of Peru.It is also an essay that unravels the intricate interactions between knowledge and evidence, circumstances and possibilities, goals and resources,decisions and execution—something made possible only through the perspective that time affords.
Giaccomo Ugarelli is an Associate Director of the Center for the Governance of Change at lE University.
In 2020, Giaccomo served as Chief of Staff toPresident Francisco Sagasti of Peru during the government of Transition, following his role as Principal Advisor to Congressman Sagasti in the Congressof Peru.
Giaccomo has also been a lecturer of Political Science at the Universidad del Pacífico and the postgraduate School of Government and PublicPolicy of the Pontificia Universidad Católica del Perú (PUCP). He has also been a researcher for the Instituto de Estudios Peruanos (IEP). He co-authoredthe book “Governing in Times of Crisis” (Gobernar en Tiempos de Crisis), published in 2023 by Planeta.
Giaccomo is a DPhil (PhD) candidate from theUniversity of Oxford in Latin American Studies. He also holds a master’s degree in Latin American Studies from the University of Oxford and a master’sin International Public Policy from the University College London (UCL).
